New Unpainted Wood
Ideally, the moisture content of wood when painted should be near to the level at which it will stablise in service, usually about 10-12% for interior wood work and 15-18% externally. If wood work is painted when its moisture content is excessively high, the paint is likely to blister or flake. Paint films could retard further drying out, 'wet rot' and fungus growth may develop.
Certain preservatives used on wood may degrade the adhesion of paint systems. It is advised that this is checked with the preservatives' suppliers before painting.
Surfaces must be free from oil, grease and other contaminants.
Wood could be sanded with abrasive paper to obtain a smoother surface for better appearance.
Previously Painted Surface
Loose adhering paint should be removed, edges feathered off, and bare areas spot primed with a suitable primer. Surfaces must be clean and dry before repainting. Old paint could be sanded with abrasive paper for better adhesion and appearance.
